Iphone 6 ios 8 SMS sometimes not working?

I don't know what's to blame,the hardware or ios 8,but about half my SMS messages that I am supposed to receive don't get to me?Is this a common issue??

If I reset the network settings it seems to resolve the issue,but it's only temporary,then it goes back to not working half the time again
