I think you cannot use the last row on the iPhone 6. Apps can only placed on five rows like on 4" iPhones.

I doubt it, there is exactly the right amount of space for a 6th row, why would you think it couldn't be populated with icons?
 
Because of the new zoom feature. If you activate the zoomthe screen is streteched and you cannot see the last (sixth) row.
 
I actually have been looking for this answer since the keynote and have settled on this explanation: There has to and will be 6th row above the dock, otherwise it would be dumb. There.

Show me an example of when Apple EVER fills a page completely with apps in advertisements or keynotes? They don't, it just looks too cluttered. Even in their Apple store demos they spread them out over pages.
 
I have tested it in the iOS Simulator and it's possible to have six rows on the homescreen:

Will the Simulator show you the Phone app too with the dialer? How does it look on the 6+?
 
Won't display zoom be in settings unlike what reachability is where you just have to do a jester to initiate it?

When display zoom is activated there will only be 5 rows, if display zoom is deactivated then it will revert to having a 6th row (bringing a row in from the 2nd page)?
