I'm not dismissing the issue, but rather pointing this out, to gain the proper perspective.
My dad has this problem on his 6+ 64g and no he doesnt have any where near 700 apps. We tried everything to fix it and nothing. I hope he can get a new one at the Apple store where he bought it.
