iPhone 6 random full screen notification

I just got my iPhone 6 yesterday and today my phone dinged (I think tri-tone) and presented me with a full screen notification (see screenshot attached). The only text on the screen was some weird string of characters which I will attempt to transcribe and edit this question if I can even figure out all the characters. Has anyone else gotten this message and know what's causing it?

It's carrier related. Happend to me once or twice back in the iPhone 4 days
