iPhone 6 setup by iCloud backup but the old phone still has service and not the new

I was hoping someone could help me.
I setup my iPhone 6 plus last night just fine by setting it up with an iCloud backup from my previous iPhone.

Tonight I'm trying to setup my wife's iPhone 6 and I went through restoring it with her iCloud backup but she is showing "no service" on her new phone and still showing full bars on her old iPhone. How do I get this to switch over??
