iPhone 6 Verizon Unlocked Not Working on AT&T

I went to Apple store today and bought a Verizon iPhone 6 Plus for full price. The Verizon SIM works just fine in the phone. When I put my AT&T SIM in, I get a no service error. Any thoughts or suggestions? All Verizon full priced phones bought from the Apple store are unlocked, correct?

Did you retry resetting the network settings?

When I switched from Verizon to AT&T last year, I had to do this (Settings > General > Reset > Reset Network Settings) before my Verizon iPhone 5s would work on AT&T.
