My Verizon contract is up next month. My husband and I are in looking to upgrade to an iPhone 6s/plus & switch to a no contract plan. I see some great Black Friday deals for the new iPhones (particularly Target) and am wondering if these deals only apply to new customers or new line activations only?

Are you asking if there are deals for upgrades as well (although ones that would still be subsidized through a contract or ones that would be via financing like Edge), or if there are simply deals on full-priced (unsubsidized) phones?

I'm wanting to know if the deals will be applicable to me as an upgrader? Are these types of deals usually reserved for new customers and those wanting to activate a new line?

More often than not there are more deals for new customers and/or new lines, especially recently. That said, there are still some deals for upgrades here and there at least at times. Not sure which of those exist for Black Friday this year, but hopefully there are at least some.
