Iphone 6S only turn on when plugged into charger

Hi guys, so I found on the Internet this iPhone 6S that as the title says, only turns on when plugged into charger. Is this problem easily fixable? The price is really convenient and it's tempting me. Another things, besides checking Icloud is disconnected, what I should check? Never had an iPhone before so any helps could be precious and sorry for my English
