IPhone 6s plus stucked

My iPhone 6s plus is stucked .... I can't explain it... Attached picture.... Pls help.

It does not respond.

You've enabled accessibility or restrictions in the settings menu. Thrilled click the home button. If you get no joy reboot by holding the power and home button till you see the Apple logo
