I keep getting a "The last backup could not be completed" error message. I'm on iOS 9.3.5
 
I have 4.3 GB available on iCloud. Where do I find a list of apps so I can disable ones I don't need to backup to the cloud?

You can just pick them out from your home screen. Just hold your finger lightly on the icon till you see the "X".

Tried everything, still not working. Getting the same error message.

Huh? Uh no!! That's deleting the apps. You pick the ones in the backup program
 
Pls. check your backup sw same as your iOS version. If you have iTunes backup first update iTunes app and try again.

The OP said he can't backup. Not that he can't restore.
[doublepost=1485039218][/doublepost]OP. Assuming you are still have problems because it's been 8 weeks, delete your current backup. Restart your phone. Create a new one.
