So I tried with different phones and they don't have these problem. Note 8, iP6s and my iPhone 7.

Well only when there is some light like this city lamp, I have problem but when there is not light (of course) I don't see that dots, because light isn't going directly to sensor.

Lens is crystal clear, no scratches, but I think that maybe inside there are little microscopic dust which isn't by eye visible.

Yeah those look like internal reflections from the lens assembly. I’ve had this on my 6S (though it wasn’t as bad) and on my 7 and 8 (much more pronounced). It’s an unfortunate side effect of cramming a camera in such a thin enclosure. I think it’s a side effect of how Apple designed the lenses for the larger aperture camera on the 7 and 8 and there isn’t really anything that can be done to fix it. Your best bet is to compose your shots so that you don’t have strong point sources striking the lens. Or you can compose it so that the reflection is in an easy spot to remove in post processing.
