Has Apple enabled USB 3 sync speeds for this year's iPhone 7? Or do they intend to torture 256 GB users like they did to users of 256 GB versions of iPad Pro?:p

It would be a deplorable situation to fill up that much storage at one go.

Do Lightning USB 3 cables even exist? The only device I've heard of that supports USB 3 is the SD camera adapter. I've yet to see a USB 3 lightning cable.

How often do you intend to transfer ~250GB of data all at once, besides the initial setup?

iPhone 7 and iPhone 7 Plus are USB 2.

Besides, the only accessories Apple makes that support USB 3 are the USB-C to Lightning cable, and the 2015 revision USB 3 Camera Connection Kit and SD card reader.

This means that even if the 7 did support USB 3 you probably wouldn't have a cable that would support that speed anyway, unless you had a USB-C-equipped PC/Mac.

(And note also that the iPad Pro 12.9" does support USB 3 but I've had no luck getting it to sync at USB 3 speeds even with a USB-C cable.)

Here's a cable listing on eBay. Has anyone tried this? I don't recognize the brand so won't jump at trying it if it is junk.
