I think it makes sense because it is supposed to have a smart connector and 3GM RAM while also having the dual lens camera only on the Plus model. So it's a much bigger difference than the 4.7 model.

The smart connector is not confirmed as of yet. And I think it's unlikely the new iPhone in September will be called the 'iPhone 7.'

Possible, that way, next year iphone goes straight to the iphone 8
 
If they don't name it '7' they run the risk of the public thinking it's behind the times due to Samsung having their 7's out already. Like buying a brand new 2016 car after 2017's come out.
