iPhone 7 plus. Poor outdoor nighttime photographs?

The exterior part of my camera is not scratched or damaged, but when I take photos at night like this, there is a gigantic effect.

I don't even know what the effect is called from all those light sources. Bloom?

I don't have a spare or buddy iPhone 7 plus to compare this to unfortunately.
