Whenever I hold the home button to activate Siri, it will open Siri but take like 3-5 seconds before starting to listen. It's really frustrating since I'll hear the double beep for Siri and then start talking but it won't actually start listening for a few seconds. Is there a fix for this, other people with this issue?
 
I use "always on Siri" and when I want to use it I just say Hey Siri and without any waiting I ask it what ever I want.

It really works very well for me.

What carrier are you using as it is dependent on data getting to the servers.

Strange. When I hold down the home button on my own iPhone 7+, it launches right away. The only thing I can think of is connectivity or how long are you actually holding down the button to generate a response.
