so i am moving back to the states end of January 2016. anyone hear anything about new iPhone coming out around that time?
 
6S/6S Plus has been out almost a month now. No way Apple would announce the 7 model that quickly. Knowing that Apple tends to release new phones once a year and this happens to fall on September. So the iPhone 7 will be announced in September 2016. So you are safe to buy 6S in January/February.
 
New iPhones have launched in late September for the last several years now. There is zero chance of the iPhone 7 coming out in January, just 4 months after the 6s. People who bought the 6s would be furious, and Apple would be depriving themselves of another 8 months of profit they could have gotten from 6s sales. It'd be like baking a fresh pie, eating a couple of slices, and throwing the rest out just to have room on your table for another pie that no one asked for.

You'd be safe getting the 6s right now. The new phones come out in September every year. Any later than April and I'd say wait until the 7.
 
Apple typically never release new models so close to each other and both iPhones and iPads are on an annual release cycle right now. The only exception was when they released the iPad 4 six months after the iPad 3 primarily as they wanted to make it more consistent with the iPhone regards the lightning connector.
