Iphone 8 HEVC bug?

some of my videos are taking up a lot more storage than they should. i have a 40 second 1080p 30fps HEVC video that is 250mb, when it should be 50mb max.

i've checked every single setting and it is indeed 1080p 30fps HEVC and NOT 4K. has this happened to anyone else?
