Is it possible for this iphone APP to receive an RF signal from a "sensor"?

This "sensor" is a device that is clipped onto a rod and once the rod reaches a 45 degree angle (via a tilt sensor), it sends a short wave signal - I want the iphone app to receive that signal and emit an audible alert - is this possible?

Unless the manufacturer of the "device" has an app and appropriate iPhone compatible hardware, you're likely out of luck.
