I think Wally could do the job.

It feels a bit fragmented but best I found when I was looking for one. I have DailyCosts (for daily costs) and Chronicle (for bill management) but even those are more 'finished' apps they don't do much for their prices.
Except if you have a lot of bills to pay and handle the Chronicle could suite you the best as it has an Mac app too.
