Yes you can magnify them but they are stretched.

They are either as small original apps with the zooming option or they are streched to the screen. If you want the gui to be changed you need to ask the developer to update the app which may or not happen especially if it was developed for iphone or the app is old and hasnt yet been updated to support e.g. higher ppi (or ipad), i quess the developer has ditched the app already long time ago...
