No, there are no tethering options other than using Netshare or using software available by jailbreaking.

There still doesn't seem to be a great solution (jailbroken or otherwise) to utilize the iPhone as a Fax Modem. Several Email-to-Fax clients are widely available, but it's not exactly what you're looking for. If someone finds something, please post.
