My iPhone’s back glass has 3 specs of something that I can’t wipe off.

I thought it was underneath the glass like my graphite model, but I think I can feel it with my fingernail. It’s casting a shadow under the glass too so it has to be above on the surface.

and white specs are visible to my eyes, luckily I have the silver model...

I’ve been nothing but experiencing Apple’s terrible QC this year, everyone else is lucky
 
I think I had this too. A weird speck, similar consistency as you describe, and wouldn’t come off.

I thought it was permanent. Randomly was cleaning my phone with a lysol wipe (do it a few times a week), wasn’t even really trying to get it off, and lo and behold it was gone. Give it a try, can’t hurt and might work.
