iPhone being sold abroad... HOW???

hi guys

i am aware that the iphone is being sold in other countries in dubai... im just very curious as to how these guys obtain their iphones as there is a 2-per-customer limit. a example of this is virgin megastore in dubai. the only theory i can come up with is apple are selling these guys iphones simply to increase handset sale even though they are losing revenue per contract sim...

how hypocritical. any ideas?
