I kept getting this message telling me to upgrade iOS in the Settings menu. No update ever showed up so I decided to try a simple "turning it off and on again." When I turned it on it was leading me through the activation process as if it was a new phone. I get to the iCloud Sign-in stage when a popup tells me the OS has expired and needs to be updated. In order to do that the activation process either has to be completed, but it never lets me do that (iCloud never signs in). I can't restore from a back up or erase the phone as a whole because I'd have to go de-activate Find My iPhone. Is there a way to solve this problem?
 
Might want to check out the iOS 9 forum as there is some discussion of this kind thing happening there.
