iPhone/Bonjour on semi-public Wi-Fi

Here's my situation: I have a PC running Windows 7, a Lion MBP, and an iPhone 4. All of them are on my university's network, so Bonjour obviously doesn't work "out of the box." However, the PC has a static IP address.

Is there any way to use the PC to create a mini-Bonjour setup for just my 3 devices? The main thing I'm looking for is AirPlay support (the PC is running the Windows Media Center AirPlay plugin).
