iphone bookmarks are gone and won't sync

I recently upgraded to iso4 on my 3GS. Everything sync with itunes excpet the bookmarks. I get an error stating it is in us and to turn bookmarks off on the iphone. I don't see that ability. Also when you add a bookmark now there is no folder and therefore the saved bookmark is not there. Any ideas? Itunes syncs with IE. I have seen a lot of .plist but that appears to be more mac/sarfari releated.

The exact message is:
iTunes could not sync bookmarks to the iPhone because the bookmarks are in use by the Iphone. Close the books settings on the iphone, then synce again.

just had this exact same problem on my i4. tried every combination of syncing possible. the only way I was able to fix it was to wipe the phone and restore (set up as a new phone). sux.
