I'm tired of double clicking the home button and having to delete all the programs that are running. It takes forever! Is there an iPhone app cleaner that will do this for me? Or any app that will clean my iPhone to make it faster?

There is no need to do what you're doing. The iPhone manages apps just fine. That's what you get when you buy Apple, a properly engineered phone.

I think you mean quitting apps and not deleting them? There is no need to worry about this normally. iOS will manage the phone's memory and quit apps on its own if more memory is required for a running app.
