This program called "iphone configuration utility" appeared on my computer... what does it do?

You can uninstall it, this program is used more for corporations who give out or let employees use the iphone/itouch for email with Microsoft exchange servers. This utility lets an administrator setup the configuration for the iphone with email settings, VPN, Wireless, etc then the program creates a config file which you send to the phone/itouch, the file is then executed on the phone and its gets the settings programmed so the user does not have to do anything and the administrator don't have to touch the phone. The apple software updater for some reason installs this without telling you, you can uncheck it so it wont install but apple snuck this in there with the update service for itunes and safari for windows. Unless you manage a lot of devices you don't need it.
 
Up until 3.1 and 3.1.2 came out, it could be used to install profiles with custom APNs to enable a phone to use data such as with a GoPhone plan or even T-Mobile. As of 3.1 and forward, it no longer works for such things.

Not sure why people are so afraid to use Google these days. It's faster than asking a question here sometimes.
