I have a 1 gig cellular data allowance on my contract, after that it gets very expensive.

Im usually never over 1gig and haven't changed my surfing behavior after the ios7 update but now i feel the phone is consuming much more data, last month i went over 400 MB!!

I dont have background updates activated.

Is there anything else that consumes data in the background?

Some Apps i use are zite, pulse, mailonline and digg - are those updating in the background?

go to settings/ cellular and check what apps are consuming your cellular. For me iOS7 is way better than with iOS6 talking about cellular usage
 
The diagnostics does this and it is in 2 different locations that both need to be turned off. Also the location data also runs in the background if not disabled.
