iPhone contacts refuse to sync

I have iPod, iPhone 4s and rMBP, all signed in and showing up as registered devices in Apple ID. Notes sync over to my Mac from phone no problem. Contacts are set to sync with cloud on all devices.

When I sign into iCloud in Safari my iPhone is not listed under Devices not sure if this is normal or not. The phone is syncing other stuff like Notes and Reminders.

Any clues?

Do you use any services aside from iCloud?I had this issue before... where my contacts were syncing to my gmail instead of iCloud which was causing an issue very similar to this..

Contacts can also be in a group that is only on your device and not syncing anywhere.
