iPhone data plan work on other phones?

Does the AT&T iPhone data plan work in other phones?

I know it doesn't work in smart phones and blackberries, but what about regular 'ole phones for just like WEP browsing.

Example: stick your iPhone sim in a regular 'ole phone, would the iphone data plan cover the data charges, or no?

I have a cigular8125 and when i pop my sim into it everything works fine.

But technically it is against the tos with at&t.
