iPhone dictation shutting off as soon as it starts

iPhone 6 with iOS 10.3.1

When I want to send a text or make a note and press the microphone button on the keyboard to use the dictation feature I get a tone indicating it's on and then immediately the end note sounds and dictation ends before I can even speak. I have great cell service (4 bars LTE) here but this started 2 days ago and is very frustrating.

Anyone experienced this or have a solution? Hard reset and network settings reset didn't help.

Happens to me with Siri all the time as well.

Well... Dictation fix, no... But Siri will stay activated as long as you keep the home button pressed down.
