I left my iPhone with a battery fully charged when I went to sleep in the hotel in Madrid, when i woke up - it was completely dead. Then a phone bill came that was around 200 EUR for one night (I had the data roaming on). The question is - can IPhone be downloading some web content all night long (phone bill says 8 hours in a row) without me being aware of it, or having no any intention of doing so.

Sure it can! There is email, notifications, locate my phone, and location services, just to name a few. If you don't want it accessing the internet, either turn off "cellular data", or put it in airplane mode.
 
@OP: I feel your pain. If you were traveling and these were roaming charges, I believe it is now EU law that you can call your phone company and set a limit on them.
