iPhone early upgrade

I may just need to call AT&T about this, but how does the early upgrade option work? I'm talking about the 399/499 price point.

Say I get a black 16gb for now for 399 (currently not eligible for the 199 price) Then I sell it when the white ones come out so that I can get a white one in a month or two or whatever, will I be able to get another one for the 399 price? Or will it be full retail at 599? Which may stop me from selling the black one.

once you get an early upgrade and sign a new 2 year contract, you will need to purchase the second phone at the full retail price

Then how did I get the early upgrade price in the first place? I just got a 3gs at the end of jan.
6 months later makes me eligible for the price? Or is it just because of the new iphone coming out?
