After a long talk with AT&T and a conflict resolution - they emailed me the following followup response....
"The 3G version is to only be offered to current customers who have a 2G iphone or are eligible for an upgrade but there isn't a flat rate to buy it right out, at least not yet. It will be available at stores on 7/11/08."
