Ok so my younger brother just recently purchased a first generation iPhone and everything with the phone seems to be working fine except for the headphone jack. When he plugs in the headphones and tries to listen to music the quality is terrible and sometimes it doesn't even sounds like music (imagine the sounds of a dial up connection).

I've tried cleaning the jack to see if there was any lint built up in there but nothing seems to be doing the trick. If it comes down to him needing a new jack for the phone is that even possible?
 
The jack does go out. My 3G jack stopped working after several months.

You can replace the jack or have someone do it for you. Search on here or Google and you'll find answers to either option.
