When I back up to iCloud... Does it back up my
photos and videos? If not, what exactly is backed up? Can I access photos etc if they are backed up or only if I download the whole back up?

Yes photos and videos are backed up
But you cannot access them individually. You can just restore the whole lot. But if you have enabled photo stream then you can view the recent 1,000 photos (not video) from your iPhone, iPad, etc and your mac or pc set up with your iCloud account.

Also, once my photo stream is on my computer... In iPhoto... In it's own folder.. Say oct 2012 photo stream, it doesn't delete... Right? Just my iCloud portion stays the most recent 1,000 pics right? So hard to keep each component straight!
