My wife has her time zone set correctly (we're in US Central) yet she still gets the times in her Calendar showing up as US Pacific.
I've checked in there Settings and everything seems fine (set to 'Central') yet these pacific times keep popping up.
She'll create an event in central time zone and it'll show up in Calendar in Pacific time.
Attached is a screenshot of what I'm talking about. Green arrow points at central time zone, purple arrow to pacific.

although not an elegant solution:

Settings/Calendar etc/ Time Zone Override turn it to on, and set your time zone to Central

and for good measure: Settings/General/Date & Time, and make sure your time zone is set correctly, and turn off Set Automatically.

and finally, if the usual way your wife is setting up appointments is to first copy and paste an old appointment: make sure that whatever appointment she is pasting has its time zone set to Central.
