iPhone 17 pro max, iPad Pro 13 m5. Issue I’m having, is whenever I get a text and I’m using the iPad, my phone won’t go off. The notification will be there on the lock screen, but there’s no audio alert. Ideally, I want notifications off on the iPad, since my phone is always next to me anyways, I don’t want to hear the alert tone twice. Anyone know of any way to solve this?

It depends on what exactly you're doing when "using the iPad."

If you're in the Messages conversation, and a message comes into that conversation, then I'd expect the phone to suppress a notification (because, of course, you're sitting there looking at the message).

If you are in some other app - Safari or whatever - I would expect the phone to behave normally. I see no reason why having the iPad simply unlocked/awake (but not in Messages) would affect that.

You can, of course, turn Notifications off on your iPad. Settings > Notifications > Messages > Off
