iPhone Iphone app and tvOS 10

Is this a widespread issue, since upgrading to iOS10 the remote app will no longer connect to the AppleTV unless the AppleTV is first woke up using the Siri remote. This was never the case with tvOS9. This is using both my iPhone 5s with iOS 10.0.2 and wife's iPhone 4s with iOS 9.3.5.

There are 2 Remote apps now (iTunes Remote and aTV Remote). Which one are you referring to?
To be frank, both apps still wake my aTV (and turn on my TV) and connect to it even whyle aTV is asleep.

Same problem here on my 7 plus and iOS 10
Used to be able to wake up the Apple TV with my phone but now have to do it on the remote first?

AppleTV Remote

It's kind of hit and miss. Sometimes I think it works, if the TV isn't set to the HDMI the AppleTV is connected to. Sometimes it looks like it works if Bluetooth is tuned on for the phone, other times not.
