iPhone losing contacts

For the oddest reason, my iPhone contacts was not syncing properly with my MacBook pro.
By sorting through different groups on my iPhone, I discovered that for some ****ing weird reason, my iPhone was storing a bunch of new contacts on my Outlook contacts, instead of main.
To make things worse, these were not being saved anywhere except my iPhone, because when I tried to view them on my outlook.com > People, most of these contacts were not even there.

Has anyone encoutnered this?
How can I make sure my iPhone doesn't save contacts anywhere except on iCloud?

Sorry, I didn't encounter this case. If you want to the back up data only on iCloud, you can sync contacts on your iTunes or iCloud, then delete contacts on your iPhone. If you found contacts lost, you can retrieve them from your backups.
