There are some apps that will mirror iPhone to iPad, including just AirPlay. But most (including AirPlay) are just mirroring, not remote control.

Check the App Store, there's probably something out there.

Just Setup both with the same icloud account etc and all is the same... and in the settings settings iTunes and AppStore all on and even the apps are installed the same...

iCloud is accessible from all devices, just save nothing on device, all to iCloud Drive...

Calendar, notes, Mail etc all default as *****@icloud.com
Has the advantage as well that you can use emails with large attachments and you are asked if you want to use “Mail drop” if the size is more than 50MB

If you got MS office the same... ms account and all data to onedrive...

I do the same with 3 different iPad models (mini air pro) and a MBA... and a phone...

My work email is only allowed on 1 device, and i have iPhone and iPad, so the mirroring option on the mac looks great.

If you are looking for something just to see the screen on the other device then you will very likely find something. But there is no 3rd party app that can offer remote control of the other device. Apple does not allow for that.
 
Sorry I am a bit confused... are you looking for a Apple equivalent of “windows team viewer” or are you looking for a way to keep both devices with the same data, layout and Apps....?
