iPhone multiple languages keyboard setting self reset

I have multiple keyboard input set with two additional keyboard input in addition to English. Never had any issue thru all the generations of iPhones with the setting other than occasionally switching becomes super slow in between different languages. Lately, with my iPhone7 and iOS 13.3 I experienced several times where all the different inputs are gone with only English and emoji left. Anyone else experienced this? Is there a fix other than just selecting all the different languages again and then wait for it to reset?
