iPhone not displaying my ringtones and I erased the AAC files

I use a PC and iTunes to sync my iPhone. I recently created some Ringtones and transferred them to my iPhone. There are three of them that appear in my iPhone "Ringtones" folder in iTunes, but only two actually show on the phone. I've already deleted the AAC files from iTunes AND I've deselected the ringtones for syncing.

I know they work, because I had two of them already installed and then installed number 3. At first number 3 knocked off number 2. Then I uninstalled and reinstalled both and now only number 2 will show.

I can't figure out why. Any thoughts?
