iPhone not logging calls

A friend of mine has an iPhone 4 that is not keeping a record of recent calls. The lock screen notification records missed calls, but when he goes into "recents" it's completely empty.

Is there a known fix for this or will have to restore his phone and NOT restore from a backup?
