iPhone not seeing all files in Files App

I have moved a ton of files from DropBox to my iCloud Drive. I can see them on all of my computers, and on the website, but the iPhone doesn't see them at all. Not even the folder that they are in. I don't see how to do a "force sync" for the Files app. I went to turn it off to turn it back on and it tells me that there are things not uploaded yet. So it seems to be stuck.

Any advice?

Edit: and they show up on my iPad Pro, just not the iPhone. Stuck.
