settings> general> network> then enable 3G
or maybe you're in a non 3G area
I've also noticed this problem a few days ago. It only happens when one of the telephone participants are on 3G. If I call on wi-fi, no problems - I can text / surf just fine. But if someone on 3G calls me, my home button does nothing.

And BTW people do have multiple lines (VOIP or otherwise) at home to talk simultaneously as well AND they can surf the web too. WHO KNEW? Not you.
