iPod touch iPhone or iPod touch??

I'm a teenager living in spain with no mobile phone and a 2nd gen iPod Nano.
I'm planing on buying a touch but should I wait on the iPhone?? I don't really mind about carrying an iPod and a phone.

Are the phone capabilities enough to make you pay the monthly fee? You still get the web browsing on the iPod touch, which is the clincher for me.
