iPhone Ordering Question

Hi Everyone,
I have a question that some of you may be able to answer.

I have a business AT&T account and I want to add a new line with a iPhone 4s. Can I order one through Apple or since I have a business account, do I have to order one through AT&T?

I have heard from some people that I need to go to AT&T and others that I can go to Apple. I would prefer to go to the Apple store because they have stock.
