Is it true that users of iPhone 5 limit their smart phone operating system to OS 4 because OS 5 takes up too much memory and limits the use of the phone itself?

No, that's not true. And the iPhone 5 was shipped with iOS 6, it can only run iOS 6 newer (iOS 7), so you cannot load iOS 4 or 5 on it anyways.
